While it is possible to pull the bumper back out to its normal postion (with a long sturdy rope, one end around the bumper strut, the other tied to a solid object like a light pole or a big tree, then drive forward VERY gently) it is a better idea to replace the strut. Once they have been collapsed, and pulled back out again, they lose most of their resistance, so if you run into anything again, you no longer have full protection. The strut collapses immediately, instead of giving way gradually, then the sheet metal starts to bend.......
