RUSTED THROUGH STRUT TUBE COLLAR, SPRING SUPPORT 700

My 83 760 left front spring is resting on the tire. Made quite a cloud of white smoke the last five miles before I got home. Wore through a new tire to the steel belts, but did not blow.

I heard there was a replacement collar that could be welded on to the strut tube. Is that strong enough? The replacement strut tube was quoted, by the dealer, at nearly $500. I have some misgivings about welding on to a rusted tube. Any suggestions?
