Rocker arm assy/head NO OIL 1800

I have a B20 engine with a fuel injected head running carbs in my 68 P1800S. I recently installed this engine as an upgrade from the original B18 which had started to smoke a bit at startup. Problem after the swap is I am showing 50 lbs. oil pressure on the gauge but have zero flow at the head/rocker arm area, and have light valve stem end/rocker arm damage as a result. I did not go far once I heard the "more than usual loose valve" noise. I have pulled the head and other than some minor carbon in the combustion chambers, everything looks "normal" except as I said possible mushrooming of valve stem ends and wear at rocker arm to valve contact points. It appears the oil should flow from the block to the head from a small hole next to the center driver side head bolt, and then up that bolt stem and out through a hole in the 3rd rocker arm assy bolt, then through the rocker arm tube. etc. All holes appear unclogged/clear, and head gasket is cut out to allow oil to flow from hole to bolt shaft. Any ideas on what the heck might be my problem short of some malfunction of the oil pump? (Then why is pressure showing 50 lbs.?) Thought about a clogged oil filter, but it is a brand new Wix with under 200 miles and oil still looks very clean. I am trying to avoid pulling the entire engine (again) and see someone has had this problem before in an earlier thread, but the solution was not apparently published. Any help would be GREATLY APPRECIATED! If I spin the engine over without the head on, will I cause major issues other than the obvious possible coolant/oil contamination at open pistons? I had thought of doing that to see if oil came up as it should through the block hole, but NOT until I asked the question.
