240 No Start problem narrowed down (I think)....Please HELP. 200

1990 240

Starting problem had classic signs of Crank position sensor going bad. I changed it and still same issue, but I discovered a new twist.

After trying to start car turns over fine but acts like it's not getting fuel.
I left the key in the ON position and after 1 min. walked to front of car and then heard the fuel pumps run and when I cranked it, it started!

What would cause this lag time in the pumps wanting to run?? With key in ON position after a 30 secs to 1 min I hear fuel pumps run and it will then start?
