1967 122s wagon dieseling and not holding idle 120-130 1967

I can get the carbs to balance and idle at 750-800rpms, but as soon as I rev the engine it wants to idle around 1000-1100rpms. the engine diesels or runs on after I drive it and try to shut it off. I had posted this before and I was told that the fuel pump might have too much pressure, so I changed it, but it kept dieseling. I was told it could be the gas, so I added the octane boost and no change. I adjusted the timing and have had no change. The engine has 27k on a complete rebuild and I purchased it and have put about 750 miles on it and it just keeps dieseling. I want to remedy the issue so it does not affect the engine. Any thoughts...
