Odd O2 Sensor Problem 200 1989

I'll clear the codes and see, but I haven't gotten this code at all until today.. I checked the voltage at terminal 3 and it said 2.83 volts.. is this way off? BTW it wont run at all with it disconnected.

I am measuring the voltage with a meter from home depot..I suppose that could explain why it was weird both times..
