Bench test the starter 200

I would like to bench test a starter from a newer 240. It has 2 "blade" tabs. I think I should be able to connect positive to the top (bolt) and negative to the flange. Then connect a second positive source to the tab and this should actuate the solenoid (snap it in) and spin the gear .....fast.
It doesn't work that way. But there is a second Blade tab. What is this for? Is this a "Park / Neutral" switch? or a "clutch in " switch? If it is what do I need to do to override it?
