Idle hunting on cold engine. 900 1994

Car is a 1994 940 Turbo, 202K miles.

On cold mornings, say, below 32*, my idle hunts between 300 and 1000 RPM until the engine begins to warm up. This was never a problem when I had 3-5 minutes of driving before hitting a stoplight, but I've moved and am now in stop-and-go traffic almost immediately.

Could this be a vacuum issue? Maybe the intake manifold gasket? Or is the IAC a more likely suspect? I've cleaned the both the IAC and the TB in the last year. Plugs, cap, rotor, wires are all new.

Thoughts?
