Alarm woes--I think 700

Fellas:(1991 740)
I have not started one of my Volvos in 6 months. i went to storage today and the battery was dead. I grabbed another battery and tossed it in her, and she still would not start. The alarm light is flashing by the toggle switch. I tripped the toggle and its still flashing. Now for the life of me i cant remember did it always flash, or did this just start happening. This is one of my Volvos that i only drove a few times. I was able to start it with a screwdriver directly at the starter with no problem, and was curious if this is related to a nuetral saftey switch, or is the kill switch on the alarm still active with the light flashing. If so is there a way to disengage the alarm which never worked any way.
