Carbon footprint, global warming, CO2, yes, all directly related to the quantity of exhaust, and thus directly related to the MPG.

But the more acute problem with an automobile is the quality of the exhaust. CO2 never made choking smog in urban areas. Never made ozone that could send asthmatics to the hospital. That's what all the emissions crud on a car is all about. And what the emissions tests measure.
