The flooded 242 runs! But a few issues... 200 1979

I changed the oil on the 242 and popped the plugs out, no water in the cylinders.

The car fired right up! Spit a bunch of nasty stuff out of the exhaust but it's running!

There are a few issues though.

The wipers won't shut off. They run no matter what position the control is set to. Although, turning the control to the fast setting does change the speed. The other 3 settings (intermittent, off, normal) just run the wipers at normal speed.

Brakes make some what of a howling sound. Should I be worried? They still seem to stop the car.

The clutch seems kinda "sluggish." Any ideas?
