loss of balance shaft belt 900 1991

Hello all, I need some information quickly. My question is; can a 16 valve engine survive just losing the balance shaft belt, the timing belt is still intact and the timing marks still line up. This happened when the engine was starting not while the engine was running and the engine never started. As far as I can see the balance shaft belt only turns the balance shafts so before I start to dissasemble has anyone had any experience with this? or is this engine now a boat anchor? Thank You very much
