hunting idle at cold start 200

Howdy all brick drivers, here's my strange problem. When the engine is really cold (overnight cold soak) and I go to start the car for the first time the idle speed will hunt/surge up and down for about 30-45 seconds then smooths out after this brief warm-up. The other day after a quick run into NYC (80 miles @ 75-80 mph) I noticed the idle speed to higher than usual. I lower the idle speed using the air bleed screw ('88 245). Lowered the speed to where it sounded normal, now when the idle starts to hunt it will drop so low that the engine will stall. I have been working on volvo's all my life(past 12 years in volvo shops) never seen this problem before. Had already cleaned the ICM, AMM, Throttle body, rest of tune-up items ok. Is the valve in the idle control motor suposed to be spring loaded?? mine is not. Thanks for the help
