240 gas mileage 200 1990

I'm new to the volvo family--recently having bought a 1990 240 wagon. It is in great shape and has 220K miles on it. I noticed it seemed to be sucking a lot of gas so I tracked it and discovered its consistently getting about 16 miles/gal for a mixture of city and hwy. Is this normal or poor? If its poor, what needs to change?
