1990 240 manual inconsistant idle speed at neutal until stopped 200

my 1990 volvo 240 has had this problem for several weeks now. i start up the car and the engine seems to high ide for a moment and return to normal idle. but once i staart driving i realize when i pull out of gear and into neutral while coming to a stop the idle is switching from high to low idle over and over until the car comes to a complete stop. anyone have any ideas as to what the problem is or have had this problem in the past?
