240 fuel pump blues 200 1990

Here we go,the car is getting no fuel,checked fuses good all 3 of them,replaced the relay under glovebox ,ok it clicks when turned on,but the pumps do not pump,now I tested the pumps via jumper wire from the battery,they do work,if I jumper wire from fuse 6 too fuse 4 the pumps run and the car starts,ok ,I dont know what too do now ,A guy did say that the speed sensor could be bad on the back of the engine,ok got one of those on the way,just would like another opinion ,I can only get too the car 1 or 2 day per week ,thankyou.
