93 245 idle surging 200

Hi, I have a 93 245 and I have a problem with the idle surging
This is what I have done: carefully cleaned the AMM, (AMM Cleaner) and replaced the intake manifold gasket. (torqued to 15 lbs). At idle, the AMM is giving me 2.5 volts and the AMM ground is good, which leads me to believe the AMM is good.

However, the idle is still surging. When I unplug the AMM the car runs better at idle. And I am still getting a fault code of 231, which means the fuel system is compensating for lean or rich air fuel mixture at cruise. Does this mean I still have a vacuum leak? What else could it be? Is my AMM toast?

(reading all the posts it seams like I am not alone with this problem)

BTW the intake manifold gasket was pretty easy job to do.
