Power steering noise 700 1989

Ugly Betty, c.a.'s clunker developed a new leak recently. This one is dead center of the filler cap for the power steering. At idle, while turning the wheel, there is a comical little geyser spewing from the cap. I have never seen this happen before.
The PS pump is also making a terrible rattling sound. Because it is so cold in the Twin Cities for the last 2 weeks, could water have gotten into the PS lines and blocked it with ice? Or is the pump gone wrong and pumping in the reverse direction, and I need to find her another junk yard pump?
I have never replaced a PS pump and really don't want to do it outside in the snow and below freezing conditions.
Any advice will be appreciated.
