ECU Code 1-5-4 900 1995

The check engine light is on - code in socket 6 showed 1-5-4 - indicates FGR flow too high.

The car runs and idles fine.

Did a check of the FGR system - good vacuum, valve seems to open and close with vacuum, voltages to controller correct - all looks good. I did not take the valve out and look at it.

What exactly determines the flow is too high?

I've reset the codes several times and disconnected the battery but the check engine light comes back on after a few miles. Any help would be greatly appreciated.
