How should fast idle function? 200 1986

Hello,
I don't know if I have a problem or not, but I have noticed that my 86 245 does not fast idle. I've checked the temperature sensor resistance at the EFI harness and it seems to vary correctly - higher resistance at lower temps, lower resistance at higher temps. I'm wondering if there is a threshold temperature at which the car will then start with a fast idle? I live in Monterey CA and it's rarely below 30 F. Could it be that it's not cold enough where I live to produce a fast idle?
