Treating doors for rust 120-130

Hi all volvo fans,

I would like to attend to my door panels as i have a rust problem on both the lower edges of the doors.
The drain holes on the doors are rusted closed and needs some serious attention.

How would i go about treating the door panels?

I would imagine that the best would be to remove most of the rust using a wire brush, treating with a product similar to POR15 (in SA we get a product called Rostfort which seems to work very well), fixing holes with body putty, priming and top coat.

Would this process be sufficient in preventing further rust?

Needless to say, tne drain holes in tne doors would need to be opened.
