900 16 valve wont start 900 1991

after replacing balance shaft belt and timing belt I tried to start the car. I had a no start and the fuel was every where so much so that it was leaking out of the exhuast pipe connection behind the cat. Continued cranking just resulted in more flooding if you opened the throttle body butterfly valve the raw fuel would just flow out of the throttle body. All the timing marks line up I swapped the ecu and the power stage out with no success, could this be a bad fuel regulator allowing the fuel pressure to push through the injectors? or something more insidious? P.S. the diagnostics show code 1-1-1 in both dtm2 and dtm 6 car was running fine before the belt replacements Thank You
