Low brake pedal 200 1993

I have a few questions about my 93 240 with abs the pedal is low but the brakes stop the car fine can't pump it up and does't seem to go down under constat preasure.though the pedal is so low it hard to tell.To me it doesn'tr seem like air in the lines because it won't pump up nor does it seem like bad master cyl because it doesn't bottom out any ideas?
Could it just need a bleeding any tips on bleeding abs system?
