Voltage at seat heater switch? 200 1990

Trying to track down why my passenger seat heater isn't working. Continuity checks seem to be coming back okay, but when I measured the voltage at the plugs that go into the switches, I think I found the difference - I'm seeing 14 V between the wires on the driver's side, but only 5-6 V on the passenger's side.

When I check the hot wire and a separate ground on either side, I see 14 V - so is it simply that the ground wire is damaged or has a poor connection on the passenger side? Likely a simple answer of - yes, the ground is bad - but I'm a bit slow with the electrics.
