Seat heaters, again 200

This morning it got below 50F in the garage so I decided to do a little troubleshooting. Neither seat heater light comes on in the switches and I haven't felt any heat.

I checked the voltage at the connector under the driver's seat. It goes from 14V to 0V as I turn the seat heater switch on and off. So far so good.

I pulled fuse #11 and inserted an ammeter. With the passenger side seat heater on the reading is about 6A. With the driver's side it's about zero.

Does this indicate a bad thermostat/bad connection in the driver's seat?
