'93 Performance Problem 200 1993

I have 2 1993 240's -- my first has over 200K and this new one 100K -- but its clean as a whistle and everything looks ship-shape. A look-over by a Volvo shop gave it top marks. I then drove it 1000 miles over some mountains and noticed that it really acts like there is a governor on the engine! It tops out in power way below my other 240 (with a lot more miles on it).

Any thoughts where I should start to look? It’s not eating oil. It’s not blowing smoke. It seems to run fairly well. It just doesn't have the "normal" power I expect from the B230F at the top end. The only thing that I noticed was a stiff accelerator -- but I don't think that is related.
