86 740 Won't Warm Up 700 1986

If the outside temputure is under 55 degrees the temp gauge on my '86 740 sedan (non turbo) won't go more than 1/4 of the way up no matter how long I drive it. I wasn't sure if this is normal or what is the normal operating temp is for this car. If the temputure is over 55 it doesn't take very long for the guage to go to the half way mark. I have a short drive to work (about 8 miles) and since it's gotten cold the guage just barely moves past the left hand mark and the heat never gets very warm . Should I look into replacing the thermostat? Are there other things I might look into that may be the problem or is this normal? Thank you all for any help you can give me with this as well as all the help you've given me in the past with problems I've had.
