Help! I can't get my 86 240 to start. 200 1986

I recently picked-up an 86 240, NA B230F. It was running extremely rich, approx. 10 mpg. I did all of the usual maintenance items, plugs, cap, rotor, wires, fuel filter, air filter, etc. Still ran really rich. I found this website and read quite a bit about the problems with wiring harnesses, so I got a new harness and installed it.
After I finished the install, the car started, but idled extremely high. I don't have a tach, but I'm guessing 2500 - 3000. I realized that I had forgotten to plug in the TPS, so I shut it off, plugged it in, and the same thing, extremely high idle. So I checked for vacuum leaks around the intake and TB, as I had removed them and cleaned them when I did the harness. No vacuum leaks.
I then replaced all of the vacuum hoses, went to start it, and nothing. I just turns over. I checked for fuel, and the pumps are working and there is fuel at the rail & pressure regulator. I checked for spark, and it seems a little weak, but I have spark at the coil.
What could I have done? I've checked all of my grounds and they are fine. The battery is starting to get weak, so I'm giving up for the day. If anybody has any suggestions, please let me know.
Two other things....the IAC & TPS connectors are the same size/type of connector. I have tried them in each sensor, just to see if I got them backwards, but it won't start either way. How can I verify which should go to which? One of the them has blue tape around the sheathing. The other is that I may have my IAC installed backwards. The Haynes manual doesn't specify which way the airflow should go. I should have marked it before I removed it for cleaning, but I screwed up...it was getting late.
Any tips would be greatly appreciated.
