Ignition/Steering Lock failure 700 1988

Ummm...
Can't you turn it to position I and push the relese button?

From the FAQ:
"you have to turn the lock to the run position (position #1) and there is a small hole on the top of the cylinder housing (assuming you have removed the plastic shroud and unplugged the connector on the back side of the cylinder housing) insert a small drill bit into this hole and depress, this will release the lock cylinder, and it should pull right out. "

Fortunately, my driver's door lock was the first to go, and I replaced both that and the ignition lock immediately(from the dealer, keyed to my VIN).
