troubleshooting fuel 200 1990

Hello all,
I have done searching and still cant find an answer so here goes. I have been narrowing the possibilities of why the old brick will not start. I dont here the fuel pump so i bypassed the relay. Pump comes on but it pulses. Is this normal? i pulled the relay and opened it up and it looks to be fine? pulled the plugs and checked for spark which it has. today i will pull off the fuel line and see if there is fuel, but i'm very sure there isnt. Do you think it could be something as small as a clogged filter? If you can help or even point me towards a FAQ that can i would realy appreciate it.
