93 940 turbo wagon cold start 900 1993

When I start my 940 Turbo on cold days, it starts OK and then while it is warming up, the idle seems to die down, almost to a stall and then it revs back up above idle, settles back down and slowly sounds like it is going to stall, then revs back up. It does this for a while when I drive away and continues until it is up to full temperature.
Other than this the car works fine.
I have tried cleaning out the idle pump(??? on the drivers side of the block. I had to disconnect the air sensor near the air filter box in order to do this) with carb cleaner as suggested by a Volvo friend but this did not seem to help. The key issue is when the car is cold and the colder it is (I live in Cananda)the more consistently it does this.
