No Start 1990 240 wagon

Thanks , first of all I did try to jump pumps, did hear pumps working but no start. Today when I went to start the wagon it started but still ran a bit rough. I followed thru with your suggestion as to the cleaning of the grounds to the injectors. When I restarted the wagon it ran smooth. Checked the codes and no codes except 1-1-1. However I still smell a very rich exhaust. There is no code showing for a faulty O2 sensor but as I have a new fuel pressure regulator my guess it is the O2 sensor. Does anyone have any other thoughts? thanks in advance!!
