I don't know if it is a So. Cal thing but I very rarely have a problem with either of the starter bolts. I use a long extension and swivel socket, all in 1/2", and a 1/2" impact gun. Once in a while I get one that the gun won't budge and I have to go to the long 1/2" ratchet and that busts them loose every time.
