Failed CT Emissions For CO 700 1989

My 89 760 turbo with new, head plugs, wires, rotor, cap distributor and most vac hoses
failed

Everything else tested fine HC 151ppm CT limit 217
NOx 317ppm limit 1522
CO 5.58 limit 0.70

Some older posts suggested retarding the timing is there something else I can do. I have my breather hose removed from the air box as was suggested by a volvo tech doesn’t that have something to do with emissions.
