Wiper Problems Works on high not on low 700 1990

I have a 1990 760 T with a strange wiper issue. The wipers will not work on low or intermittent without first turning them on high first. Also the "touch" feature will not work.

I have tried several site searches but can not really find this problem.

Thanks in advance for any help anyone can give.
