EGR Valve NG? 700 1990

Confirming dead EGR valve from my California Emission 740 wagon with B230F non turbo engine.

I finally got it out of the car. What a PITA.

Vacuum applied to the EGR easily moves the pintel, opening the valve.
The applied vacuum bleeds off, however, as if the diaphragm has a small leak.

With the valve closed, TB cleaner sprayed into the outlet pipe dribbles out of the inlet pipe, indicating that the valve is not completely closed.
Applying vacuum opens the valve wide causing the cleaner to gush out.

Just confirming that these two symptoms indicate a bad EGR valve --
neither the diaphragm not the valve should leak.
