One-way valve for vent switches - spring loaded or not? 200 1990

Trying to track down a small vacuum leak on the climate control system in my 245. The valve that is near the intake manifold seems to open and close properly, but I have to wonder - is it supposed to be spring loaded or snap shut automatically, or it is only closed by a pressure differential? I replaced the line between the valve and the vacuum tank to no effect, and the line on the other end of the vacuum tank to the switches is solid... so does anyone know about the one-way valve?
