Noisy Fuel Pump 700 1991

Hi there, I have a '91 740 GLE 2.3 Auto that has been having problems of late. About 4 months ago the external fuel pump started making the noise you get when you are about to run out of fuel, but it does it all the time regardless of how much fuel is in the car. After a few weeks of this, i replaced the fuel filter on the pump and it's helped alittle as it seems to quiet down after driving for about 15-20mins, but as soon as you stop it comes back. I have checked the fuses and the tank pump's fuse is ok but i was wondering if it was related to a faulty fuel gauge? Since owning the car the gauge has only been accurate when the car is full, when it has about 1-2 gallons left and when you have about 10miles left. the rest of the time the reading is random (although of late it's been reading Full more often than not)
