Braking issues (wet/snow/slippery)

I don't know that it is. It doesn't do it all of the time. It actually just started in the last week or so. If the road is dry, it doesn't do it at all. I had some guy pull out in front of me a month ago and it locked up but didn't fight back. When this issue happens, it feels like the car doesn't want to stop. Like something is preventing the pads from contacting the rotors.
