71 142E heater fan switch question 140-160 1971

Hi- My 71 has a two speed fan. The heater fan switch has three male terminals, +, #1, #2. When current is supplied to the positive terminal and the switch is in its off position, no power is supplied to terminal 1 or terminal 2 as expected.

However, when the switch is pulled out to its first position power is supplied to terminal one and terminal two. When the switch is pulled out to its last position power is supplied is supplied only to terminal two.

Is this proper?
