turbo failure 700 1989

I just finished replacing my water pump, and now my turbo appears not to be working. When the engine first fired up there was a fairly rapid series of clicking sounds and then it stopped. Also because there was alot of oil residue around and underneath the turbo I thought I could clean it off with some Gunk. Maybe a bad mistake. also is that the oxygen sensor htat sits directly where the tubro connects to the exhaust.
