car wants to die when first starting, help needed 700 1986

hi everyone, it's been a while but i now have some free time again. this problem has been going on since the end of last november. when you first start up the car first thing in the morning, it will start but the rpm's will stay at 400 to 500prm's, and then will want to quit if you don't keep your foot on the pedal and bring it up to 1000 rpm's.
usually i have to do this untill the car warms up and then it will stay at 750 rpm's. why is it doing this and what can i look at to fix the problem? i was thinking it could be the idler control valve becomeing defective, but then again, i don't like to play guessing games. all and any help is really appreciated.
