740 Turbo - Performance is worse after replacing the turbo 700

Following the posting of last week ... the turbo of my 740 was stuck and required rebuild. My mechanic took the turbo from a wrecked low mileage 740 and replaced the original(dead) one.
Unfortunately after the installation the the car does not perform as it used to. It is sluggish. The needle in the turbo gauge does not move more than 1/4 of the yellow zone. It used to go up to 3/4.
I suspect the turbo does not get enough boost.
How do I increase the boost?
Any advices, links, resource will help.
