brake pedal keeps going not master cyl I am stumped 200 1993

The brake pedal on my kids 93 240 with ABS stops the car but then if you keep the effort on the pedal it will sink to the floor. replaced the master cyl
same thing bled brakes same thing no bulging hoses put in new front pads same thing. only thing I can come up with is I need to take more fluid out when bleeding taking out from max to min on resivour with each wheel so it seems like enough or there is a bum caliper or such thats sucks up pedal power. Zero leaking. Put plugs in the MC and the pedal is rock hard doesn't go anywhere no matter how hard you push. Do the ABS modulateds crap out and what is that like.
Any ideas would be appreciated
thanks
