3000 RPM Or 4000 RPM At 70 MPH ??? ( GLE Lock Up Function ) 700 1988

1988 740GLE Wagon. AW auto tranny. I just got this car 2x weeks ago so am not entireley familiar with it yet. At 70 MPH it is at 4000 RPM. Sometimes it is at 3000 RPM but usually though it is at 4000 RPM. Tranny fluid is at correct level and was flushed/changed 2x weeks ago when I got this car. Overdrive works. Kick down function works except at high speeds when in overdrive(not sure if it is supposed to work when in overdrive so perhaps that is correct). Manual that came with car refers to GLE model as having a lock up function or device which at high speeds is supposed to disengage torque converter. Could this be not working in my car ? How do I fix / adjust this ? Thanks much.
