Mileage on Texas Cars 200

I am only getting 18 mpg around town, is this the best I can expect near sea level? Very tough at $3.00 gallon, my geo prism gets 29 mpg (size wise they don't look that different, I don't get the mileage difference). Is this the best I can expect from a Gross Vehicle Weight of 4030lbs. (according to door jamb)and the wind dynamics of a rolling refrigerator? I understand weight has its pros, God forbid I ever get tangled up with an SUV, I may walk away with the extra weight.
