Very cold no start 700 1990

I have a 1990 740 wagon with the Rex/Regina ignition/fuel system. This winter the 740 has started easily, but idled poorly when the air temp has been 5F or colder. After running for a few seconds the idle improves and the wagon can be driven without a problem. No hot starting problems. Finally this morning it wouldn't start at all. Lots of battery, fast crank, the engine fires but won't run, I can smell gas. I don't want to reinvent the wheel and am asking for your opinions about where to start my trouble shooting.
