Can't get my hood open! 700

I can't get the hood open on my 740. I am pulling on the hood release under the dash, and it appears it isn't releasing the hood so I can't get to the latch under the hood, I have driven Volvos for years, and never had this happen. Obviously I can't continue to drive the car If I can't check the oil, tranny fluid and radiator fluid. I realize with my neuropathy in my right hand am not that strong, but something else is going on.

Would some WD-40 sprayed on the hood latch help? Any other ideas from anyone?
