Problem starting a 90 240dl in rainy and snowy weather help really anoying!! 200

When humid out, she don't start. I allready have sprayed wiredry under the caps and on the wires like my dad says to do. I did it again tonite caz it wouldn;t start and it started finaly. What next? Brand new cap and rotor with wires and plugs btw. Is this a common problem/? Am I supose to have somekind of gasket underneath the cap? I have heard of a boot that covers the cap, where can I get it and will it keeps water out?
