Volvo 760 fuse problem 700 1990

This is the weirdest thing.

There is only one wire going out of the fuse. I suppose it goes to the overdrive relay although it is also supposed to power the windows. The windows do not work when that fuse is out. The weird thing though is that the power seats do not work either even though they are connected to another fuse, which i fine.

I could not find a cable that looked like it was shorting after I fixed the suspicious ones.

I just had to jump start the car. The battery is very bad and tired and I guess it didn't like the multiple cold start tries yesterday.
